I found this question online and figures out that I should answer it.
The answer is YES.
But why?
First of all, we are talking about hardware and software as one. So, in the Geek language (don't mind me), can't you create a .bat or .js extension that executes at startup?
Of course you can.

Second problem? A victim's computer to use (sounds like hacking). Victim's PC looks like this
It matters how long you have to wait for an amount data to be copied.
You can do it. But how much time spent for how much amount of data you expect?
Does it worth it?
That's your choice to make. But the the answer stays: You can, without the other's person consent.
On automatic, remotely, even manually when you distract the victim pretending to fix the computer.
